In 1997 FEMA was charged with preparing a report to Congress on the status of WMD response preparedness and in particular in the context of the then Federal Response Plan adopted in May 1992. That plan was revised in 1999 but the revision failed to address issues raised in the report.
Those reading my comments elsewhere know that I believe FEMA has almost no technical capability in WMD response but it is of historical interest that the Congress mandated such a report from FEMA in 1996. In that year Congress also enacted Title XIV the Defense Against Weapons of Mass Destruction Act as part of the Defense authorization for that year.
