Social Resilience and Homeland Security

Readers of my blogs and comments on other blogs know that I find the “resilience” paradigm far superior to the mitigation, preparedness, response, and recovery (and now prevention after PKEMA) paradigm for FEMA and DHS and HS and EM.


I also much appreciate the work being done by Dr. Susan Cutter, PhD on issues of social vulnerability and disasters.
