Unless I missed something it is looking like short term extension #12 for the NFIP the end of the week. Almost nothing in the Senate and House passed versions is a real reform. I could find nothing about a scheduled conference on the Banking Committees of the House nd Senate websites. So perhaps the extension in the package over disaster relief.
My view is that the NFIP if allowed to continue to operate should be confined solely to mapped 100 year flood plains [in reality the 1% annual occurrence/exceedence floodplain]and that includes policy issuance and renewal.
Despite its 40 year plus history this program is still an experimental one and it has done little to reduce flood disaster outlays nationally or make those who occupy the nations flood plains bear the true costs of that occupancy. It also has undermined the environmental benefits of the floodplain by encouraging unintentionally occupancy of the flood plains. The most significant reform of the NFIP was the ending of insurance availability on Coastal Barrier Islands but even this was allowed to be gamed by not preventing new owners who did not build the residence from purchasing insurance.
THIS PROGRAM IS A LAND USE PROGRAM AND NOT AN INSURANCE PROGRAM AND SHOULD BE ADMINISTERED BY SCIENTISTS AND ENGINEERS NOT INSURANCE AGENTS OR THEIR LAWYERS. AND JURISDICTION OVER THIS PROGRAM SHOULD BE REMOVED FROM THE BANKING COMMITTEES OF THE CONGRESS AND GIVEN TO THE SCIENCE COMMITTEES. AND THE NFIP SHOULD BE IMMEDIATELY REMOVED FROM DHS AND FEMA!
