Its conclusions should not be unexpected. Health preparedness in rapid decline for several reasons. Please read this report closely.

 

Although it has several hundred million in annual funding and almost 200 FTE it is largely unknown as to what the DHS Office of the Chief Medical Officer adds to Health Care Preparedness. One thing it should add is a closer liaison between DHS and HHS and CDC. Exactly how it does this or whether it is a smooth relationship is largely unknown.

One of my major concerns is that integration of medical and health preparedness is so much of an unknown factor in the policy issuances of DHS and FEMA and the NSC. This type of interstitial relationship could be “outcome determinative” in many situations and to me looks like the rivalry over the Policing and Fire service functions at the local level and wildland/urban fire interface that led to ICS to prevent fist fights over who is in charge in incidents and events. Note that in NYC the NYPD are incident commanders for most of expected or theorized events. It is the world’s largest municipal police force but so what is its training to ensure integrated response and recovery for catastrophic incidents/events.

SO PLEASE READ THIS REPORT AND BRING IT TO THE ATTENTION OF YOU LEGISLATORS!  And not too late for a flu shot!
