Few understand how seldom Congress grants investigative, regulatory, or standard setting authority to federal departments and agencies. AS to standards, OMB Circular A-119 has in the past provided guidance to federal participation in standard setting efforts. Almost no new regulatory authority or standard setting authority was granted to DHS in its inception or since March 1, 2003 when it opened its doors. Result of course is almost total failure in the emergency communications realm, or cyber security.
